If we cannot upgrade shields, I think that random drop shields with +stats should maybe be taken out as well. These become much more valuable than any other +item, as they (other +items) can just be made with scrolls and patience. Also, the problem of 60% chance to recieve no damage is still present with dodge, which armor scrolls upgrade anyway. I personally do not believe it is a problem, but it is a fact.
not sure if the post was created before or after locker was implemented, but now that we have it, you can get any armor as high as you want with patience being the only required attribute, so there would really be no problem with shield upgrades other than 60% chance of no damage, which is already present anyway.
That said, if armor scrolls worked on shields people would probably end up using them only on whichever piece had better scaling, to reduce the amount of item space taken up in the locker.
I believe we should not be allowed to upgrade shields, but maybe there should be a dedicated enchant shield scroll? This will actually help the problem of unlimited damage prevention stacking, as now if we want to achieve full damage prevention potential we will have to sacrifice two locker slots. Along with this would have to come a reduction in drop chance of both armor and shield scrolls, spreading the +stats ~evenly among both. I feel like this now belongs in wishlist, but I have faith that it will be seen and responded to eventually :P
tl;dr:
high damage prevention even more of an issue after locker
splitting +stats over 2 items prevents stacking by giving up 2/4 locker slots
add enchant shield scrolls, reduce drop rate of armor/shield enchant scrolls
